About OTVC

Angie started Over the Valley Consulting (OTVC) to help companies “bridge” the gap to federal contracting success. Angie is a federal acquisition expert and SBIR SME with 17 years of GovCon experience, and who has advised hundreds of emerging technology companies and government contractors through complex procurement processes. To date, Angie has helped companies achieve over $400M in Phase 3 (Phase III) awards through OTVC services. At GSA, Angie oversaw over $5 billion in SBIR/STTR and CSO contracts in the FEDSIM organization, and led a team of 40+ acquisition professionals, creating commercialization and prime contracting pathways for new industry entrants to the federal market, and meeting critical DOD mission requirements. Angie was the primary author of GSA’s CSO authority process and policy, and has a deep understanding of the role that streamlined and non-traditional acquisition pathways will play in government contracting moving forward.

Angie spent over 15 years in the GSA AAS FEDSIM organization, and understands the successful and complex acquisition processes and proposal methods used for $1B+ procurements.

Angie holds an MBA and undergraduate degrees from Virginia Tech, and previously worked at McKinsey & Company.
